Joel Herr, PE, President
Mr. Herr is the president of Systech and has been with the company since 1994. He has extensive experience in
environmental systems modeling and decision support system development. Mr. Herr participated in the original
development of the WARMF model and was instrumental in creating the graphical user interface as well as much of the
system’s functionality. He has implemented WARMF in 12 watersheds for applications including TMDL analyses for a
wide range of contaminants, mercury transport and bioaccumulation, climate change impacts on water availability, nutrient and organic carbon loading, phytoplankton dynamics, and salinity loading and forecasting. In addition to his leading role as president of the company, Mr. Herr serves as project manager for the California and western regions.

Mr. Sheeder is a senior engineer and project manager at Systech with 18 years of experience in aquatic biology, hydrology, water quality and spatial analysis. With a diverse background spanning the governmental, academic, and private sectors, Mr. Sheeder adds a valuable skill set and perspective to the company. He has project and research experience in aquatic biology and fisheries research, watershed model and software development, spatial analysis using geographic information systems, water quality sampling, TMDL analyses, estuary modeling, fluvial geomorphology and sediment transport studies, water quality forecasting, and water conservation strategies. He has served as project manager for multiple projects with the Electric Power Research Institute (EPRI) and the South Carolina Department of Health and Environmental Control (SCDHEC), and has contributed his expertise to nearly all Systech projects since joining the company in 2008.
